Standard digitization refers to the use of artificial intelligence (such as natural language processing, knowledge mapping, etc.) and other related technologies and software tools, process, process, parse, annotate, correlate, etc. standards and related data (such as documents, systems, data, equipment, people, processes, etc.) , provide automated, intelligent management and service processes. The State Council, the 2021's cabinet, has issued a national development outline for standardization that calls for “A transformation of standardization to digital, networked and intelligent work”. Tian Shihong, deputy director and Standardization Administration of China Director of the General Administration of market supervision, said in the report of the national standardization working conference that “We will actively promote machine-readable standards and explore new mechanisms for the management of national standards under the condition of digitalization,” adding that “We will strengthen research on standards and digitalization technologies, grasp the trend of cutting-edge scientific and technological development, and strengthen the reserves of basic theories for standardization.” Digitalization of standards will become an important form of standardization work in the future.

First, the digitization of standards enables the digitization of standards throughout their life cycle (pre-research, project creation, drafting, consultation, review, implementation, review, revision, repeal, etc.) , to facilitate the development of standards, implementation and promotion of application. In the past, we used to develop standard paper drafts through drafting working groups, and we used to review standard paper texts by meetings and correspondence, now we can use open source crowdsourcing to create an“Online standards revision” model that involves more organizations and people in the standards development process and collaborative standards development in a digital environment, set digital standards directly. In this form, standards can be delivered in a very short period of time, significantly shorten the standard-setting cycle and improve the speed and effectiveness of standards implementation. Secondly, through the digitization of the standard text, the standard information resources can be deep processing, fully tap and enhance the standard literature resources intrinsic added value. With the help of the digital transformation of the standard text, we can check the novelty before the establishment of the standard, and compare the online technical indexes between the standards easily and efficiently, with the help of the digitized transformation of standard text, the graph and table in standard text can be retrieved and the result data can be extracted directionally, it realizes the intelligent provision of the required standard information, and ensures the transformation from the traditional fuzzy standard information retrieval to high-precision retrieval, text mining, knowledge discovery and so on.

In December, the 2021 Standardization Administration of China, the CCAC and the Ministry of Science and technology jointly issued the “14th five-year plan for the construction of a national standard system to promote high-quality development”, it is clearly proposed that the pilot project of national standards digitization should be further advanced, and the research and development of national standards such as machine readable standards, open source standards and standards digitization platform standards should be carried out. At present, the digitization of standards in our country is still in the initial stage of the conversion from paper to electronic, the development of relevant standards has not yet become a system, and the relevant standardization management system and management organization have not yet been matched, the relevant standards digitization platform has not been built yet, so it is necessary to promote the relevant standardization work to meet the urgent needs of the country and society.
