Industries that emit more than 5,000 tons of carbon dioxide annually and have published reporting methods and quota allocation methods should be listed as key carbon dioxide emitters, the Beijing Municipal Bureau of Ecology and Environment said in the revised carbon Emission Trading Regulations (draft).


In order to further standardize and improve the municipal carbon emission trading system, give full play to the incentive and restraint role of the market mechanism on carbon emission control, facilitate the work of carbon peaking and carbon neutrality, and actively cope with climate change, this Municipality plans to revise the Beijing Administrative Measures for Carbon Emission Trading (Trial) issued in 2014. The Beijing Municipal Bureau of Ecology and Environment has drafted the revised Administrative Measures for Carbon Emission Trading in Beijing (draft for comment), which is now open to the public for comments and suggestions.
