In October 2022, Fujian Province issued the Implementation Plan on Promoting Green Development in Urban and Rural Construction, which states:

- Improving the energy efficiency of buildings. We will strictly implement national and local standards for building energy efficiency, gradually improve the energy efficiency of buildings, vigorously promote ultra-low and near-zero energy consumption buildings, and develop zero-carbon buildings.

- We will continue to promote the energy-saving upgrading of existing public buildings, and simultaneously promote the energy-saving upgrading of existing residential buildings in conjunction with the renovation of old urban communities.

- Promoting green construction. We will launch green construction demonstration projects, promote green, industrialized, IT application, intensive and industrialized construction methods, actively develop prefabricated buildings, encourage the use of steel structures, composite structures and other prefabricated systems, promote the generalization, modularization and standardization of parts and components, and promote the coordinated development of intelligent construction and building industrialization.

- Encourage provincial building materials products to carry out green certification, encourage priority procurement of green building materials products, and carry out demonstration project construction of green building materials application.
