In September 2015, the CPC Central Committee and The State Council issued the "Overall Plan for Ecological Civilization System Reform" clearly put forward the relevant requirements of "establishing a unified green product certification system".

At the beginning of 2016, the task of "formulating a plan for integrating green product standards, certification and logos" was included in the Key Points of Work of the Central Leading Group for Comprehensively Deepening Reform in 2016.

In October 2021, The State Council issued the "carbon peak before 2030 action plan" proposed to "improve the green product certification and identification system".

Improving the green market system and increasing the supply of green products is an important part of the reform of the system for ecological progress. Establishing a unified green product certification and labeling system is an inevitable requirement to promote the development of green and low-carbon cycle and cultivate green market.
