Zhang Haidong said that the Ministry of Industry and Information Technology attaches great importance to green and low-carbon development, attaches great importance to establishing before breaking, coordinating and promoting, formulating a scientific course of action, and focuses on orderly promoting the "double carbon" work on the basis of ensuring high-quality and effective supply.

First, the key industry carbon peak program. Third, we will intensify efforts to promote low-carbon technologies. Organize the selection of "Top 20 low-carbon technologies" for the raw material industry. We will draw up a low-carbon technology roadmap for the non-ferrous metal industry, issue a catalogue of technologies and products to encourage their application, and actively promote the application of new processes and technologies such as hydrogen metallurgy and non-blast furnace ironmaking.

Fourth, we will carry out green and low-carbon technological transformation. Around the "benchmark to find the gap, technical improvement level", clear standard path, promote the implementation of key industries green and low-carbon technical improvement actions. We will give full play to the advantages of carbon absorption and carbon fixation in chemical and other industries, explore a new model of coupled development featuring connectivity, symbiosis and win-win results across industries, and promote the cascade utilization of energy and resources and the circular development of industries. We will upgrade the steel industry to ultra-low emissions, promote cleaner production, and improve energy efficiency.
