On July 4, Zhejiang Provincial Department of Economy and Information Technology released the "Action Plan for Industrial Energy Conservation and carbon Reduction Technology Transformation in Zhejiang Province (2022-2024)". The goal of the action plan was proposed, with the goal of carbon peaking and carbon neutrality as the guidance, industrial enterprises and parks as the main position, and the implementation of energy conservation and carbon reduction technology transformation as the main focus. Vigorously promote the application of green and low-carbon advanced applicable process, technology, equipment, and comprehensively promote the province's industrial green and low-carbon transformation. After three years of efforts, we have organized more than 15,000 diagnostic services for energy saving and carbon reduction for industrial enterprises, and organized and implemented more than 6,000 energy saving and carbon reduction technology transformation projects, including more than 300 provincial key projects. Promote the reduction of energy consumption, carbon emissions and water consumption by more than 10%, 12.5% and 10%, respectively, for each 10,000 yuan of added value in provincial industries, and increase the comprehensive utilization rate of general industrial solid waste to more than 98%. In 2023, petrochemical, chemical, building materials, steel, nonferrous metals and other key sectors will achieve 100% of the production capacity at the energy efficiency benchmark level, laying a solid foundation for effectively promoting the production capacity at the energy efficiency benchmark level to 50% by 2025.

This action Plan is formulated in order to fully implement the deployment of the Provincial Party Committee and the provincial government to promote carbon peaking and carbon neutrality, vigorously promote the technological transformation of energy conservation and carbon reduction in the industrial field, and build a green manufacturing system and service system.
