Around the construction of ecological province and the national ecological experimental zone of civilization, based on the comprehensive development of high quality, adhere to the carbon reduction, reducing the pollution, we will enlarge green, growth, implementation of key projects for energy conservation and emissions reduction, and improve the system of energy conservation and emissions reduction system, promote energy conservation and emissions reduction management ability, improve the implementation of total energy consumption intensity and the double control (hereinafter referred to as the energy consumption of the double control), strengthen the pollutant total amount control, We will significantly increase the efficiency of energy use, continue to reduce the total discharge of major pollutants, and improve the quality of the ecological environment. We will ensure that we meet the energy conservation and emission reduction targets of the 14th Five-Year Plan, and lay a solid foundation for achieving the goals of carbon peaking and carbon neutrality.

By 2025, energy consumption per unit of GDP of the province will drop by 14 percent compared with 2020, total energy consumption will be properly controlled, and the emissions of chemical oxygen demand, ammonia nitrogen, nitrogen oxide, and volatile organic compounds will be reduced by 68,600 tons, 50,100 tons, 11,000 tons, and 15,200 tons, respectively, compared with 2020. Policies and mechanisms for energy conservation and emission reduction have been improved, the energy efficiency of key industries and the emission control of major pollutants have basically reached the advanced international level, and remarkable progress has been made in the green transformation of economic and social development.
