According to the requirements of the CPC Central Committee and The State Council in the spirit of the Opinions on Fully, Accurately and Comprehensively Implementing New Development Concepts to Achieve Peak Carbon and Achieve Carbon Neutrality and the Implementation Opinions on Deeply Promoting Green Development of Urban and Rural Construction (issued by Shanghai Commission Office (2022) No. 9), Shanghai Municipal Housing and Urban-Rural Construction Administration Commission issued the Notice on Further Accelerating the Promotion and Application of Green and low-carbon Building Materials in Civil and Industrial Buildings in Shanghai (Trial), which will be implemented from September 1, 2022.

1. Further accelerate the promotion and application of green and low-carbon building materials

(1) Encourage the widespread use of green and low-carbon building materials in municipal civil and industrial building projects.

(2) From January 1, 2023, civil and industrial construction projects invested by the government (state-owned enterprises) with construction permits shall fully use green and low-carbon building materials in ready-mixed concrete materials, concrete precast components, autoclaved aerated concrete blocks (boards), ready-mixed mortar and architectural coatings.

(3) From April 1, 2023, civil and industrial construction projects invested by the government (state-owned enterprises) with construction permits shall fully use green and low-carbon building materials in waterproof coils, waterproof coatings, building glass, pipes and other aspects.

2.The establishment of green and low-carbon building materials information base

This Municipality has established a unified information database of green and low-carbon building materials, and carried out the information registration of green and low-carbon building materials. Building materials products that meet relevant conditions can be automatically stored by the production enterprises. The information registration will be published separately on the official website of the Municipal Housing and Urban-Rural Construction Management Commission (https://zjw.sh.gov.cn/). 3.The construction unit shall carry out the main responsibility

For civil and industrial construction projects invested by the government (state-owned enterprises), the construction unit shall fulfill the main responsibility, formulate the use plan of green and low-carbon building materials, and supervise the whole process of the project.

(1) In the process of project design, clear the use requirements of green and low-carbon building materials, and organize the design unit to prepare relevant design documents of green and low-carbon building materials.

(2) In the bidding process of the project construction, the contract terms, technical standards and requirements of the construction bidding documents shall clearly use the specifications, models, performance and other technical indicators of green and low-carbon building materials, bring the green and low-carbon building materials purchased by the construction unit into the project management process, and strengthen the management of all links of green and low-carbon building materials procurement.

(3) Project completion acceptance, shall organize the design, construction, supervision and other participating units to carry out the acceptance of the relevant agreements on the use of green and low-carbon building materials in the project contract and construction drawing design documents, and establish special materials files on the use of green and low-carbon building materials.

4. Strengthen the inspection of the use of green and low-carbon building materials

（1）The municipal and district construction administrative departments shall, together with relevant units, make use of the big data of the information system to urge the construction units to use green and low-carbon building materials that meet the requirements on the construction site, and strengthen the inspection of the implementation of relevant policies.

（2）The municipal and district construction project quality supervision and management departments should focus on the construction quality of green and low-carbon building materials in the construction process, and carry out supervision and spot inspection according to the relevant national or municipal regulations, standards and technical requirements for green (low-carbon) building materials. Once quality problems are found, they shall be immediately reported to the municipal and district construction administrative departments.

5. Green and low-carbon building materials products shall be included in the assessment category

The use of green and low-carbon building materials products will be included in the evaluation and assessment of all districts (administrative committees) in promoting green development of buildings.
