On March 25, the National Development and Reform Commission and the Ministry of Commerce jointly released the negative list of market access (2022 edition) , which covers the building materials and construction industry. According to the negative list of market access (2022 edition) , without obtaining license or compulsory certification, they may engage in the production and operation of special equipment, important industrial products and other specific products, among them, the production license of important industrial products (including construction steel bars, cement, direct contact food materials and other related products total 10 categories) ;. Without permission, they are not allowed to engage in the construction of construction industry and related projects such as housing, civil engineering, river-crossing projects, ocean engineering, etc.  Examination and approval of construction drawing design documents of building construction engineering and municipal infrastructure engineering; approval of anti-seismic fortification of over-limit high-rise building engineering, etc. . The production, sale and use of construction and decoration materials with toxic and harmful substances exceeding the national standards are prohibited; The production, sale and use of construction materials containing asbestos substances are prohibited (Guangdong) ; Key areas strictly prohibit new steel, coking, cement clinker, flat glass, electrolytic aluminum, alumina, coal chemical production capacity. At the request of the two ministries and commissions, they should strictly implement the management requirements of the “National one-list”, earnestly fulfill the government’s regulatory responsibilities, establish a system for collecting and reporting cases that violate the market access negative list, and conduct in-depth pilot market access effectiveness evaluations, do a solid job in the implementation of the list. It is understood that the “Negative list of market access (2022 edition)”will come into effect from the date of its promulgation, and the “Negative list of market access (2020 edition)”issued on December 10,2020(no. 1880 of the revised regulations (2020)) will be repealed at the same time.
